Pathways to economic power at scale, across the City of Angels
Los Angeles is a vibrant city that millions of people call home. It’s also the site of our most enduring success in ecosystem building so far.
Across Los Angeles County, we partner across sectors to strengthen a regional network of employment social enterprises creating jobs and mobility for people overcoming barriers to work. Through initiatives in partnership with the state, city, and county we help channel public investment, build organizational capacity, and expand access to employment.
Together, these efforts help shift perspectives so that ultimately whole systems can change their behavior. As one case in point, after LA:RISE launched, the number of individuals experiencing homelessness accessing workforce services grew over 6.5X, from fewer than 400 annually to more than 3,000 within four years — reflecting not only direct program impact, but broader system expansion as agencies, employers, and service providers aligned around a shared model.
Now, we build upon this foundation and raise our gaze to the workforce demand shocks on the horizon. We’ll focus our efforts on equipping ESEs and inclusive employers to ready for, secure, and sustain — as a collective — at-scale procurement contracts they might not otherwise secure on their own.Â

Active Los Angeles Programs
LA:RISE
The Los Angeles Regional Initiative for Social Enterprise (LA:RISE) unites the City and County of Los Angeles workforce agencies with employment social enterprises to help people striving for a better future get the jobs, training, and support they need to build it. Redefine Alliance serves as lead program manager.
CA RISE
Launched in 2023, the California Regional Initiative for Social Enterprise (CA RISE) marks the nation’s first statewide investment in employment social enterprises. CA RISE provides capital and capacity building to ESEs (and deepens their connection with the local ecosystem) to fuel economic mobility of their employees. LA is home to dozens of CA RISE grantees.
WIOA
Funded by California Employment Development Department and the Labor and Workforce Development Agency, Redefine Alliance (alongside Third Sector Capital Partners and the California Workforce Association) leverages Workforce Innovation Opportunity Act dollars to provide ESEs capacity building to increase employee success.
Back2Work
A partnership with Butte County Office of Education (BCOE) and Caltrans, Back 2 Work contracts with employment social enterprises to connect people with jobs and training, while helping to beautify California’s highways. Redefine Alliance helped support the launch of this Caltrans partnership, and is a current partner of BCOE.Â
High Roads Training Partnership
Los Angeles County’s High Road Training Partnerships (HRTP) connect residents to industry-informed, worker-centered training programs that lead to quality, sustainable employment in sectors vital to the region’s economic growth. Redefine Alliance is collaborating with LA County to pilot a healthcare-focused program where employment social enterprises (ESEs), behavioral health employers, and training providers partner to hire and upskill behavioral health workers.
Skill Up Los Angeles
Skill Up partners (funded by CalFresh Employment & Training) ensure CalFresh recipients get access to training, jobs, and support — and partners receive reimbursement for their costs, enabling them to serve more people. Redefine Alliance provides technical assistance to Skill Up partners.
