Together, these efforts help shift perspectives so that ultimately whole systems can change their behavior. As one case in point, after LA:RISE launched, the number of individuals experiencing homelessness accessing workforce services grew over 6.5X, from fewer than 400 annually to more than 3,000 within four years — reflecting not only direct program impact, but broader system expansion as agencies, employers, and service providers aligned around a shared model.

Now, we build upon this foundation and raise our gaze to the workforce demand shocks on the horizon. We’ll focus our efforts on equipping ESEs and inclusive employers to ready for, secure, and sustain — as a collective — at-scale procurement contracts they might not otherwise secure on their own.
